The Federal Ministry of Interior (the “Ministry”) recently issued a Public Notice implementing the New Guidelines on the Administration of Expatriate Quota and other Business Instruments (the” Guidelines”) which became effective in January 2022.

The key provisions of the Guidelines are outlined below:

  1. All companies and organizations granted Expatriate Quota Positions (EQPs) on “Permanent Until Reviewed” (PUR) status since the establishment of the Ministry and the inception of the issuance of EQPs are required to submit copies of their letters of approval to the Citizenship and Business Department (the “Department”) of the Ministry between the 24th of January and 28th of February 2022. All EQPs on PUR status that are not submitted by the deadline will be deemed to have lapsed and will be cancelled.
  1. All users of the services provided by the Citizenship and Business Department of the Ministry are required to submit Monthly Returns on utilization of approved EQPs via the Ministry’s website (www.ecitibiz.interior.gov.ng) from the 24th of January 2022.  The Monthly Returns must contain the National Identity Number (NIN) of the expatriates and their Nigerian understudies.
  1. All users of the services provided by the Department of the Ministry are required to update their contact details by sending a letter containing the requisite information to the Department.
